ICAS STANDARDS UPDATE
the AAT ICAS standards documents are expected to be revised in the next months.
the version identifier is expected to remain 'Basilicum' as no changes are expected that would affect compatibility with the current 'Basilicum' standards.
as the general organization of the standards has served a variety of different applications or projects for the organization of ICAS concepts, the general organization is expected to remain the same, with little if any changes to the document names.
however the file extensions are expected to change from 'html' to 'xht'.
ADMINISTRATIVE LICENSING UPDATE
to facilitate the development of standards, AAT ICAS hereby grants administrative licensees rights of development in the manner described in the IEEE Standards Style Manual (2007, p7).
AAT ICAS administrative licensing will provide for recognized administrative developers to be granted unrestricted world rights to use an AAT ICAS document as the basis for the development of a 'designated administrative licensee' standard and for all future revisions and editions of that standard in all media known or henceforth known and/or developed.
for example, an administrative licensee (like IEEE, BIPM, ISO, NIST, OASIS, W3, LISA, UNESCO, or so forth) could appropriate any AAT ICAS standard document as the basis for an independently-developed ICAS (like IEEE ICAS or W3C ICAS or so forth), or as the basis for any other existing or future standard-type to be designated by a developer.
administrative developers shall retain all rights for the copyright and development of their own designated standards. and AAT ICAS shall retain all rights for the copyright and development of AAT ICAS standards. all parties shall agree to give proper reference credit for any adopted or independently-developed material.
should a developer have a reason to believe that an additional permission or license agreement might be required, then contact the AAT ICAS department for clarification.
LEAP DAY ALGORITHMs
Claus Tondering's document Frequently Asked Questions about Calendars provides a very informative historical overview of many world calendars.
the sections describing when new year's began and when leap days were observed might suggest that it is simpler to make certain calendrical calculations (such as calculating the day of the week, month, or year) if a leap day (intercalated day) is observed at the end of a year.
a leap day at the end of a calendar year was observed in the French Revolutionary Calendar.
a leap day at the end of a calendar year is also observed in the ICAS Uniform Calendar (which observes the same New Year's day, and New Year's Eve, as the Gregorian calendar).
if a leap day is not at the end of a calendar year, then an algorithm to calculate a leap day as if it were at the end of a year can facilitate the use of simpler formulas for various calendrical calculations.
for an example that is also acknowledged to Claus Tondering, please see _XSLT Cookbook_ (2nd Edition) by Sal Mangano. a sidebar on page 115 describes a method for calculating the day of the week given a year, month, and day.

ANNUAL REPORT UPDATE
a print version of the annual report for the 12007 program year still remains in process (and there are still no changes in financial or fiscal information for NC 12007 that have already been disclosed on the AAT web site).
