AAT ICAS 9030 ✧ metrication policy

AAT metrication policy

in accordance with its mission as an educational organization, Alliance for the Advancement of Technology (AAT) shall pursue development of applicable standards for the measurement of dates and times. toward this AAT shall strive to actively and proactively use appropriate quality and usability methodologies to support the canonical development and normative use of systems of measure based on principles of user-centered design.

AAT shall strive to promote the development and administration of ICAS (Integrated Chronological Applications System) standards within the scope of canonical administrative objectives. as ICAS standards are developing while pre-existing standards for traditional scales of time and date are in widespread use; ICAS development and administration shall strive to structure ICAS programs to serve concerns related to ICAS licensees, ICAS users, and other interested parties.

AAT shall also strive to actively and proactively support the normative use of SI (Le Système Internationale d'Unités) and ICAS (Integrated Chronological Applications System) systems of measure as preferred systems of measure for areas of operation and programming. AAT shall strive to support the normative use of ICAS measures for dates and times, and shall strive to support the normative use of SI measures for other practical areas of measure. AAT shall strive to promote the normative use of preferred systems of measure by approaching matters of metrication in terms of matters of use.

AAT shall strive to develop best practices for ICAS and SI metrication. AAT operations and programming should reflect a demand-based model of SI and ICAS metrication, and should support voluntary use of SI and ICAS systems of measure. AAT shall thus carefully strive to promote the development of ICAS programs to facilitate the proactive use of ICAS by licensees, and shall avoid the pursuit of AAT actions or operations by which the use of ICAS by other parties is considered reactive. ICAS licensing should accommodate the use of ICAS scales with regard to any licensee metrication policy as long as licensee policy does not contradict the canonical standards of ICAS for measures of dates and times, nor contradict the canonical standards of SI for other practical areas of measure.

AAT shall strive to promote the applicable use of ICAS and SI standards and formats for new applications and methods, and shall strive to promote the development of features of usable design. AAT shall strive to impartially evaluate the use of pre-existing applications and methods for traditional systems of measure, and shall strive to affirm a practicable approach of 'conversion-on-demand' as an alternative to the view that a decision to use an ICAS scale would require a full-scale conversion of all time and date records and data.

AAT shall further strive to promote the ready use and conversion to and among multiple scales and formats as a practicable best practice. AAT shall strive to promote the normative use of ICAS measures for dates and times, and the normative use of SI measures for other areas of practical measure, as practicable best practices for the design of default or user-selectable settings for new and emerging methods and applications.

AAT shall strive to discourage the normative use of other systems of measure in areas of operation and programming for which a preferred system is applicable. AAT shall however strive to accommodate the use of other systems of measure for cases in which a use is designated, per AAT metrication authority, to be to some extent measurement-dependent or measurement-sensitive to the use of customary measures. uses of applications and methods that may be measurement-sensitive to the use of customary measures should be identified for consideration by AAT in anticipation of the eventual normative use of SI and ICAS systems of measure.

AAT shall strive to develop web and print communications and documents featuring the use of SI and ICAS units as preferred systems of measure. AAT shall strive to promote the use of practical alternative expressions derived from ICAS and SI measures in place of expressions derived from other systems of measure. AAT shall further strive to promote the normative use of preferred formats for the expression of dates, times, and other practical areas of measure.

AAT shall strive to promote ethical practices of metrication and conversion to ensure that measures are not misrepresentative. if a particular use of a measure is designated in terms of an SI or ICAS system of measure, then AAT will promote the referencing or attribution of the measure in terms of SI or ICAS units. where an SI- or ICAS-designated measure is referenced in terms of another system of measure, then a method of conversion should be specified with regard to the reference or attribution. when converting magnitudes from one system of measure to another, AAT shall promote the use of best practices for practical conversion to significant and appropriate values.

AAT may convert and specify dates and times to and from ICAS as applicable, and shall promote efforts to specify dates and times with regard to the system used. AAT shall regard coherently decimalized expressions of time such as zoneDeka and decitriad expression as preferred methods for the expression of localized times. AAT shall regard the use of the New Calendar and Uniform Calendar scales as preferred methods of calendaring. AAT shall regard the use of a uniform 7-day daygroup as a preferred method of organizational scheduling. AAT considers the day-of-year number of a particular day to be primary in matters of determining or converting dates across leap years and non-leap years; however acknowledges that other scales such as day-of-month or day-of-week may be considered primary in the designation of a particular date. the anniversary of a Uniform Calendar Leap Day on the 366th may be designated as the 365th day in a non-leap year. AAT acknowledges that other organizations or users may use other particular methods of conversion or designation of dates and times. any references to AD or BC eras by AAT are used in a conventional sense. AAT shall use an AAT localization of ICAS unless there is a protocol for the use of another localization.

all AAT personnel are to be responsible for understanding and abiding by this policy. authority for AAT metrication policies is vested in a metrication officer reporting to the AAT board of directors. to ensure due consideration of the concerns of any interested parties, any comments or concerns about this metrication policy, or queries into an AAT role or position in reference to the development or use of ICAS standards, should be registered with the ICAS department of AAT.
